Copper Area not bounding to pad

Hi. I create a new copper area with NET name(12OUT) the same with a component Pad NET(12OUT). When I rebuild the copper(both 12OUT and GND from the board) nothing happened, it is still part of the ground plane witch is all around. Go into the Copper Area Manager and move the 12OUT area to a higher priority.
